
To receive subsidies, agricultural producers will have to comply with environmental and public health standards. These and a number of other provisions are contained in the Law on the Financing, Management and Monitoring of Agricultural Policy, published on 8 July. It was approved by parliament on 29 May 2025 and will come into force at the beginning of next year.
The document harmonises national legislation with European standards. This is necessary to bring it into line with the objectives of EU agricultural policy.
In addition, the changes were necessary to ensure a more coherent system for managing agricultural support funds and to increase the competitiveness of the agricultural sector.
The law more clearly regulates the provision of state financial support from the National Fund for the Development of Agriculture and Rural Areas, establishing criteria for access to funds. Post-investment subsidies are cancelled and the range of advance payments is expanded.
Funds will be provided for projects to develop rural infrastructure, promote innovation in agriculture, modernise farms, etc. Livestock and fruit growing have been identified as priority sectors. Subsidies per hectare will be granted for the cultivation of vegetables and sugar beet.
Another new provision concerns the implementation of the Strategic Agricultural Policy Programme. It will be approved by the government for a period of five years and will establish intervention strategies, indicators, conditions and financial resources for its implementation.
This year, the National Fund for Agricultural and Rural Development amounts to 1.9 billion lei.
