MONEYVAL removed Moldova from control

The Republic of Moldova has made progress in the prevention of money laundering and terrorist financing on many controlled indicators and further does not need the control process of the MONEYVAL Committee of the Council of Europe.

Such a conclusion is contained in the report of the European structure published on June 19. The document notes progress on customer due diligence measures in relation to casinos, real estate agents and service providers of trusts and companies. As well as regarding transparency and beneficial ownership of legal persons.

Based on these findings, MONEYVAL has accordingly changed its assessment of the three recommendations of the Financial Action Task Force (FATF) from the previous “partially compliant” to the new “largely compliant”.

The report also notes some progress in the country’s compliance with FATF recommendations regarding non-profit organizations and virtual asset service providers. However, the rating for these recommendations remains in “partially compliant” status.

Overall, of the 40 FATF recommendations, the MONEVYAL Committee rates Moldova as “compliant” for nine items, “largely compliant” for twenty-eight recommendations, and “partially compliant” for three components. None of the FATF recommendations are assessed as non-compliant.

The assessments in the MONEYVAL report for Moldova are particularly significant given that the next on-site visit for the 6th round of mutual evaluation will take place only in April 2028. Taking this into account and applying its rules and procedures, MONEYVAL decided that our country will no longer be subject to the monitoring process of the fifth round.

In its second report on control measures, adopted at its 67th plenary meeting in May 2024, MONEYVAL decided to apply its Compliance Enhancement Procedures (CEPs) to the Republic of Moldova. Subsequently, at its plenary meeting in December 2024, the Council of Europe Committee amended the criteria for the application of CEPs and therefore decided not to apply these compliance procedures to the Republic of Moldova anymore.
